EU FILM DIRECTORS VOICE CONCERNS OVER TRADE TALKS

FERA, the Federation of European Film Directors, welcomes EC Culture Commissioner Androulla Vassiliou’s stance on the framework for forthcoming EU-US trade talks , and in particular her assurances that “Trade liberalization will not weaken those policies and measures at EU level, or in the Member States, which safeguard and promote cultural diversity, notably in terms of film and television programming” (23/2/2013). However, since the cultural exception is not, apparently, going to be applied in the talks, which is most regrettable, FERA calls on Trade Commissioner Karel de Gucht and Internal Market Commissioner Michel Barnier, to explicitly confirm the assurances offered by Commissioner Vassiliou. Given the well known US hostility to European support schemes for film, FERA further asks the Commissioners to confirm now that their negotiating position will adhere to the 2005 UNESCO Convention on the Diversity of Cultural Expression, formally adopted by the EU, a legally binding international agreement that supports the right of Member States to exclude cultural goods and services from international trade agreements. We further ask the Commissioners to undertake, when negotiations start, to stand firmly by the Lisbon Treaty, which enshrines cultural diversity at the heart of all European cultural policy. As culture in the EU operates under the principle of Subsidiarity it would presumably not be legal to make concessions that prejudice cultural aid schemes in the audiovisual sector. FERA FILM COMPETITION

Vážené kolegyně, vážení kolegové, na zasedání v Kodani jsme jako česká strana navrhli mezinárodní organizaci sdružující evropské režiséry - FERA -, abychom reflektovali situaci v kinematografii /financování filmů, pozice autorů, nezájem o udržení tradičních vazeb na artová kina a divadla, ztráta zájmu vlád o kinemetografii jako zdroj identity národních kultur/ pomocí kulturních spotů. Fera vypsala soutěž o nejlepší spot tohoto druhu s tím, že všechny spoty budou letos promítnuty v Londýně na další valné hromadě FERA a ten nejlepší bude podpořen masivní PR. Jde o to, aby spot vyjádřil důležitost a smysl kinematografie, byl max do 3 minut, dialogy musí být v mateřské řeči /s angl. titulky/ a voice over v angličtině/. Financovat si spoty musí každá organizace sama...Spot musí být vyroben ve standardní kinematografické kvalitě - vysoké obrazové rozlišení. Přikládáme materiál v originále. Petr Kaňka 1) Your film must evoke, promote or defend European cinema in some way. 2) It may be animated or live action, either newly shot or using clips (rights cleared). 3) Your film may be up to 3 minutes maximum, although 90” is much preferable, so that it can be shown in cinemas. 4) It may be political, personal or poetic but must speak strongly for European cinema, either in general, across borders, or in your own local national culture. 5) Any voice over or message should be in English: dialogue may be in any language. 6) Films may only be entered by FERA member associations or their members. 7) Only one entry per association. We encourage member associations to pool resources by working together. 8) There is no funding, but FERA will verify your project for any financiers you may find. 9) Entries must be sent to the Chairman in digital format by Monday September 9th. 10) The films will be screened for the General Assembly in London in late September 2013. 11) A SMALL PRIZE will be given to the film that delegates feel most strongly promotes or evokes European cinema. 12) FERA will then seek funding to prepare the winning entry for screening in cinemas and online, with the FERA logo superimposed.
